The Ministry of Sports Continues to Ensure the Quality of Public Sports Facility Operations, Allowing the Public to Exercise with Peace of Mind
To ensure high-quality maintenance and stable operation of public sports facilities so the public to enjoy safe and convenient exercise spaces close by—the Ministry of Sports (the Ministry), in accordance with Articles 9 and 10 of the Regulations on the Establishment and Management of Public Sports Facilities, has conducted annual assessments of local governments “Operation, Management, and Maintenance of Public Sports Facilities” since 2019, evaluating five counties or cities each year. This year (2025), the Ministry has completed assessments for New Taipei City, Changhua County, Tainan City, Hualien County, and Kinmen County, and conducted spot checks on ten sports venues (see attached list) to fully understand whether local governments are properly implementing related management tasks.
This year’s assessment began in October and was completed at the end of November. The Ministry assembled an evaluation team consisting of external experts with professional expertise in facility operations, building safety, accessibility, and sustainable management. The team conducted on-site visits to local governments and selected venues to review the annual assessment results of public sports facilities under their jurisdiction, while also performing field inspections of venue operations, management, and maintenance conditions.
The assessment focused on the items that matter most to people, including daily facility maintenance, equipment safety and functionality, cleanliness, the adequacy of accessible spaces and safety installations, staffing for venue management, fire safety equipment, and sanitation; the team also paid special attention to how local governments handle underutilized or idle sports facilities, evaluating whether they actively assess and improve these situations to enhance the effectiveness of public resource use.
According to the Ministry, the annual assessment mechanism not only enhances local governments’ management responsibility for their sports facilities but also helps them better understand actual needs related to maintenance, management, and use. The recommendations provided by the evaluation team, such as replacing basketball court lighting with LED sports-specific fixtures to reduce electricity costs and extend maintenance intervals or removing obstacles at main entrances and ensuring at least a 90-cm-wide accessible passage for disabled people, provide useful guidance for improvements. In future, based on the recommendations, the Ministry will supervise local governments in developing and implementing improvement plans, particularly in areas closely related to user experience, and will continue to track the results of these improvements.
The Ministry emphasized that high-quality public sports facilities are key for promoting sports for all. Through a stable annual assessment system, the Ministry can effectively monitor the overall status of venue operations and management while encouraging local governments to provide more comprehensive management and more user-friendly services. The Ministry will continue working with local governments to ensure the quality of sports venues, enabling the public to exercise with confidence in safety and comfort, improving health and quality of life, and achieving goals of venue friendliness and sustainable operations.
